Nature of Work – General Description
Under direction of the Mayor, the Director of Recreation and Parks performs a wide range of duties to ensure the integrity, growth and development of the department, its programs, activities, facilities and staff.  A cooperative relationship is to be maintained with local civic, athletic and neighborhood associations and organizations, as well as the Recreation and Parks Commission, Hilliard City Council, and other City related boards and commissions.  Involves planning, organizing, coordinating and directing administrative and operational functions inherent to the department.  Provides leadership and guidance to staff.

Essential Functions of Work
(May not include all duties performed.)

Coordinates and oversees implementation of programs, activities and special events, as well as developing policies and procedures which these will follow.

Develops and manages the budget and capital improvement program consistent with city growth and development for all facilities of the department, including but not limited to the Community and Senior Center, outdoor swimming pools and parks.

In conjunction with the Human Resources Department (“HR”), develops staff, including hiring, training, motivation, performance counseling and evaluation, discipline, and team building.

Works with staff to develop individual program budgets, allocate staff, secure equipment and supplies and assigns facilities. 

Meets with citizen groups to provide overviews of the role, the value of the department, parks and leisure services, and to answer questions and concerns of the department.

Establishes and ensures implementation of operating policies of the Department.

Reviews and approves requests for proposals and grant applications.

In conjunction with the Communications Department, prepares news releases, pamphlets, annual brochures and manuals, deals with the news media on concerns of the Rec & Parks Department.

Manages the youth, adult and senior citizen educational, recreational and athletic programs, activities and leagues.

Oversees, observes, and evaluates policies and procedures regarding the use, maintenance, and pre-season preparation of all facilities and buildings.

Attends City Council and Commission meetings, professional development seminars and conducts departmental staff meetings.

Conducts research relevant to parks, recreation and leisure services; maintains records, prepares reports, and composes correspondence relative to the work.

Meets with other service agencies and providers to plan, organize, coordinate, schedule and implement related services and activities.

Receives input from community groups, neighborhood groups, and individuals regarding parks and recreation needs; utilizes said input for overall planning, programming and program evaluation.

Minimum Qualifications
Bachelor’s Degree in Recreation and Parks Administration, Business or Public Administration or closely related field from an accredited four-year college or university.

Five (5) or more years of progressively responsible supervisory or managerial experience in Recreation and Parks Administration, Business or Public Administration or closely related field.

Possession of a valid State of Ohio driver’s license.

Any combination of education, training, and experience which provides the required advanced knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Skills and Abilities
Excellent knowledge, skills and abilities in the principles of executive management.

Demonstrated experience in all phases of recreation and parks operations, marketing, budgeting, planning and development.

Excels at all aspects of customer service.

Demonstrated experience in long range planning and implementation.

Knowledge of processes required prior to the acquisition of property, as well as the variety of methods available for the acquisition of parkland.

Outstanding ability in budgeting and public sector fiscal policy.

Ability to develop and maintain effective working relationships with associates, professionals, community leaders and the general public.

Knowledge of agency policies and procedures, municipal government structure and process, budgeting, management, public relations, and park management.

The successful candidate will excel in developing relationships with a wide variety of community groups.

Excellent oral and written communication and interpersonal skills. A proven ability to communicate effectively with employees, the public, public officials, community and professional organizations.

Ability to inspire and be persuasive in the promotion of new ideas, concepts and action plans to influence positive outcomes with both internal and external audiences.

Ability to define and solve problems, establish facts, and draw valid conclusions. Prepare meaningful, concise, and accurate reports. Establish effective working relationships.

Strong leadership skills necessary to be persuasive in the promotion of new ideas and inspire others including the ability to make effective decisions and to take appropriate action when necessary.

Ability to exemplify the highest ethical standards in professional and personal conduct.

Physical Requirements
Must be physically able to operate a motor vehicle.

Must be physically capable of sitting, standing, reaching, twisting, bending, walking, lifting and kneeling to perform the essential job functions.

Must maintain visual acuity and hearing necessary to perform job functions.

Ability to occasionally lift and/or move up to 30 pounds.

Must be physically capable of successfully performing the essential job functions of the job classification with or without reasonable accommodation and be free of medical conditions that would preclude one from successfully performing said functions or that would pose a direct threat to the health or safety of oneself or others.
