AED Rules Still Being Developed

The Ohio Department of Health is continuing their work on the rules necessary to implement House Bill 47 which will require AEDs in recreational facilities around the state. OPRA is in frequent contact with the department during this process and have shared concerns that have been raised by our member organizations.

What is clear to us at this point is that AEDs will be required at indoor recreation facilities and outdoor sports fields. AEDs are not required in passive recreation areas. The number of AEDs required at sports complexes and the specific training requirements are issues that we hope to have addressed by rule.

At this point, absent those rules, OPRA is encouraging member organizations to make their best effort to implement a plan for AED placement in collaboration with local officials. What is clear currently, is that different attorneys have different interpretations of how this law should be implemented. We hope to have many of these issues clarified in the coming weeks.
