House Bill 47 - AED Model Plan

The following information is from the Ohio Department of Health relative to House Bill 47 (AED devices) which becomes effective today. A direct link to the document is included here.

While the document does provide a protocol for how AEDs should be used, it fails to provide any real guidance on placement of the devices and what compliance with HB 47 actually looks like. We are in conversation with attorneys on this issue and hope to have some additional guidance for you next week.

We continue to advise members to consult with their attorneys and local fire and EMS officials in making their best efforts to comply with this law.


ODH Develops Model Emergency Action Plan for Use of the Automated External Defibrillator Required Under HB 47

In accordance with House Bill 47 passed by the 135th Ohio General Assembly, the Ohio Department of Health (ODH) has developed a Model Emergency Action Plan for the Use of the Automated External Defibrillator (AED) by public and chartered nonpublic schools, youth sports organizations, and municipal sports and recreation locations. The model and other resources are available on ODH’s website.

Under the new law, which takes effect today, October 24, 2024, AEDs must be placed in both of the following:

  • Each public and chartered nonpublic school.
  • Each municipal sports and recreation location, except in townships and villages with populations of less than 5,000.
