General Function
Serves as a key member of the City’s Management Team by overseeing the daily operations, management of programs, and supervision of staff in the Recreation Department which includes operations at the Recreation Center, Civic Center, Aquatic Center, and programming of parks and fields.  Ensures success of the Department by serving the needs and interests of stakeholders, including planning for Department programs and initiatives with a focus on excellent customer service, to promote long-term, value-added recreation and leisure opportunities in the City of Wyoming.

Essential Functions
General Knowledge: Comprehensive knowledge of principles and practices of public recreation, including thorough knowledge of activities and programs common to public recreation including but not limited to fitness, youth and adult sports, facility management, sports field management, youth programs, summer camp, and aquatics management. Comprehensive and practical knowledge of management techniques with the ability to inspire and train others to ensure consistent customer service and program delivery. Knowledge and ability to prepare reports and program assessments, as well as presenting them effectively in oral and written form.

Administration: Supervise and lead recreation staff, volunteers, and instructors, providing training and support as needed. Responsible for the evaluation of all full-time, part-time, and seasonal staff in the recreation department to ensure the focus of customer service and excellent program delivery. Develop and manage the department budget and monitor expenses to ensure the budget operates within established cost recovery guidelines. Ensure that fees are properly collected and accounted for. Develops the annual operating budget for department and annually reviews recreation fees and proposes capital improvements. Seeks creative opportunities to subsidize departmental operation in lieu of City-supplied subsidy. Coordinates field use with attention to proper maintenance and safety issues for all recreational facilities and fields. Develop rules, policies, and procedures for departmental operations that are consistent with City policies, vision, and goals.

Public Relations: Ability to quickly establish and maintain excellent working relationships with facility members, residents, parents, coaches, vendors, volunteers, colleagues, City officials, Recreation Commission members, other Citizen Boards and Commissions, and the public which interact regularly with the Recreation Department. Promote the use of recreational facilities and programs and be available to work a flexible schedule with hours that include nights, weekends, and holidays. Promote programs through marketing efforts, social media, and community outreach. Ensure that all recreational opportunities are broadly advertised to the public, and information is included in City publications and other media outlets. Mediate problems effectively and efficiently between residents, coaches, staff, etc. as they arise.

Program Management: Develop, plan, and coordinate recreational programs, events, and activities for all age groups. Manage and oversee the daily operations of recreational facilities and programs. Ensure all activities comply with safety standards and regulations. Ensures an appropriate blend of recreational programs and opportunities exist for all ages and varieties of interests in community. Routinely assesses the success of all programs to ensure cost effectiveness and service delivery goals are met. Communicate departmental principles to customers participating in programs and promote culture of continual program development and enhancement. Assess community needs and gather feedback to enhance existing programs and create new initiatives. Maintain records of participation, facility usage, and program effectiveness. Oversee the maintenance and scheduling of recreational facilities and equipment.

Youth Camps: Responsible for the overall direction, coordination, and evaluation of the School’s Out and Winter Break Camp and seasonal Summer Camp. Responsible for the recruitment, training, and evaluation of part-time and seasonal staff and interns. Directly supervises part-time and seasonal summer camp employees, including interviewing, hiring, and training employees; planning, assigning, and directing work; and managing performance.

High Performance Organization: Work towards enhancing and promoting a high-performance organization by developing efficient processes and procedures, an environment of trust, responsibility, accountability, participation, and personal development.

Other Duties: Attend management meetings, City Council meetings, various boards and commission meetings, and other meetings as directed. Work with City Boards and Commissions as assigned, answer after hours phone calls/complaints as required, and other duties as assigned.

Equipment Used: Computer, various computer software, photographic equipment, calculator, miscellaneous standard office equipment.  Software includes Rec Trac and government accounting software among others.

Minimum Requirements for Entry to Position
Minimum of two years of experience in executive level recreation program management or a closely related experience and a bachelor’s degree in recreation, leisure services, public administration, or similar discipline. Must demonstrate supervisory and office management skills, financial acumen and government fund accounting, have a good knowledge of computer applications, the ability to effectively communicate to the public both verbally and in writing and maintain good public relations.  Must demonstrate strong leadership, organizational, and communication skills.

Special Requirements
Ability to learn new software packages as required.  Valid state driver’s license.  Evening meetings are required.  Must acquire NIMS 100, 200, 300, 400, 700, and 800 within 12 months of hire.

Physical Requirements
This position may require working in both indoor and outdoor environments, with occasional physical activities such as lifting, standing for extended periods, and setting up recreational equipment. Ability to communicate effectively with others while displaying excellent comprehension skills. Ability to move up to 25 pounds to lift and carry or move departmental equipment, supplies and/or tools; ability to reach with hands and arms and stoop, kneel, crouch or crawl; ability to display a calm and professional manner at all times; ability to inspect various facilities which may require walking on uneven or irregular terrain at times when working outside or in areas under construction; ability to work in heat as programs deem necessary.
